Notwithstanding anything else written in this Act, a license shall not be required to operate a telecommunication service as follows:-
(a) The Government of Nepal to establish a network for its own use and operate telecommunication services,
(b) to operate telecommunication services by connecting the network in accordance with international agreements in aircraft registered outside Nepal …………..
(c) to establish a network and operate a telecommunications service by a diplomatic mission for its own use,
(d) to operate telecommunication services within his home compound without being connected to the telecommunication system,
(e) To operate other telecommunication services as specified.
